Staff transitions result in less administration at CSC

Organizational changes in Chadron State College’s staff will result in the equivalent of two fewer full-time administrators. Chadron State College President Dr. Janie Park issued an e-mail to CSC employees Friday afternoon that outlined staffing changes that have occurred during the past few weeks.

“Although resignations, retirements and the changing landscape of higher education cause transitions that are often not easy, the changes afford us an opportunity to re-examine our organization and ask ourselves how we can make positive improvements,” she said. “Overall, the personnel changes will permanently reduce administrative lines by 2.0 FTE. However, I have confidence that the changes will benefit the college in the long run.”

Dr. Kirk Lacy, who served as CSC assistant to the president for 18 months, resigned effective July 3 to take a position as interim associate dean of technology at Montana State University-Billings. Prior to taking his new position, he had been hired as interim director of College Relations to fill the vacancy created by this summer’s retirement of Loree MacNeill, director of cultural programs and college relations.

College Relations will now be supervised by Dr. Randy Rhine, who has been CSC vice president for Enrollment Management and Student Services since May 2006. In addition to his efforts to improve and maintain CSC’s enrollment in recent years, he has performed the duties of a dean of Student Services. In order to allow time for Rhine’s new responsibilities, the college will search for a dean of students using funds from Lacy’s vacancy.

Rhine will handle most of the duties handled by the former director of cultural programs and college relations position, but some will be taken on by other employees. The Galaxy Series of fine arts events and cultural programs, which was coordinated by MacNeill since its inception, is being managed by a committee with representatives from a wide range of campus interests. Shellie Johns, CSC’s coordinator of conferencing, is leading that effort. Earlier this month, Justin Haag accepted the position of media and public relations coordinator. In addition to his previous duties as communications coordinator, he will be responsible for planning and implementing many of CSC’s media advertising purchases.

In other administrative changes, Dr. Bill Roweton will return to his tenured faculty position in psychology when the director of the Office for Sponsored Research and Funded Initiatives for Minority Students position is eliminated in June 2009. Roweton will begin teaching half-time this year before becoming a full-time faculty member next summer.
