Criteria:

The recipient shall be a minority student who graduated from a high school in the Nebraska Panhandle with a GPA of 2.5 or higher. The recipient shall demonstrate financial need.

Tomas was born and raised in the panhandle of Nebraska. Tomas was a well-respected business and civic leader. He was committed to excellence in education and service to and for the community. Tomas embodied the characteristics of integrity, perseverance, and social responsibility.
