The recipient shall have graduated from a Dawes County high school.

Nels and Charlotta Norman homesteaded in the White River Valley, near Whitney, Neb., in 1885. They had 11 children. Two of their daughters were in the first graduating class of Chadron Normal School. Many descendants have attended and graduated from CSC creating a Norman Family Legacy. Bobbie Ross is the granddaughter of Nels and Charlotta Norman and she felt it was fitting to provide a scholarship at Chadron State College.
