The scholarship may be awarded to residents or non-residents who are first-time students showing academic promise and not involved in any other waiver program.

Joe and Leo Vetter were bachelor brothers who spent all of their adult lives farming and ranching in the Crawford area. They were both very interested in all facets of life, illustrated by the fact that they bequeathed sizeable amounts of money to the Chadron State Foundation, their favorite churches in Chadron and Crawford, the hospitals in the two communities, libraries and money for buildings on the Dawes County Fairground. They were frugal men all of their lives and great benefactors in their home community, making it possible for the people of Western Nebraska to have a better life.
