Criteria:

The recipient shall be an enrolled member of Oglala Sioux tribe and an active participant in school sponsored clubs, organizations, or athletic teams. He/she shall have graduated from a high school located on the Pine Ridge reservation or be transferring from Oglala Lakota College or Sinte Gleska University.
